[pgpool-hackers: 4307] Enhance documentation for "Chapter 3. Server Setup and Operation"

While looking into the chapter, I realized that there's no description
about backing up PostgreSQL in Pgpool-II cluster.
I recommend to take backup *not* through Pgpool-II because it's slow.
