[pgpool-hackers: 34] pgpool wiki updated

Hi,

I have updated http://www.pgpool.net/mediawiki/index.php/Documentation
so that official documentations poin to the latest stable version's
documents (at this point 3.1.2).

While working on this, I noticed that pgpool-II 3.1.x tar ball does
not include French doc. The doc has been in the source repository but
not in Makefile.am.
