I would say that the return code of the command executed via if_up_cmd is different than zero ?
if you execute the command if_up_cmd manually, do you get a return code of zero ?
You could also wrap the command executed in if_up_cmd into a script, then call this script via the if_up_cmd parameter, and add extra logging in the script (most importantly the return code of the command, i.e. $?)
