I'm pgool-ha maintainer.
I don't know about keepalived and keepalived+pgpool-II cases.

I recomend to use any your familiar HA solution.
If you love pacemaker, you had better use pgpool-ha.
If you have no idea, you had better use watchdog (pgpool-II's feature).
