[pgpool-general: 3380] Discard All never complete on primary and secondary

The Discard All statements never complete leading to no new connections
possible. What would prevent them from completing. PostgreSQL 9.2.8,
streaming.

connection_cache = on
reset_query_list = 'ABORT; DISCARD ALL'
