PFA a new version of pgpool_adm (version 6).

Here is the changelog:

  * fix the bug about node weight (please, confirm)
  * some refactoring to factorize some pieces of code (get_pcp_conninfo,
check_pcp_conninfo and _pcp_connect)
  * create pgpool_adm functions as STABLE
