It isn't because of your proxy. pgfoundry was unavailable for a few
days.

It seems you should be able to download it right now.

BTW, pgpool moved to git quite recently. So you can grab it from
git.postgresql.org, using:

git clone git://git.postgresql.org/git/pgpool2.git

and, then

git checkout V3_1_STABLE
