I recommend to use pgpool-II. We are focusing on pgpool-II.

Please try it with pgpool-II. If you still have the problem, please

Yes pgpool-II is deigned to guarantee a consistent execution
sequence. It sends a query to the first node then wait it's response
before sending a query to the second node.
