[Pgpool-general] pgpool man page

For the Debian package of pgpool I wrote a man page (Debian policy) for 
the pgpool binary.  It is mostly equivalent to the information 
contained in the README file.  Perhaps you want to include that into 
the pgpool distribution.  I attach the man page here; if you want to 
use it, I can clean it up (remove Debian-specific references) and send 
you a patch.
