[pgpool-hackers: 4608] IMPORTANT NOTICE: Mailing list migration

IMPORTANT NOTICE: We will be moving to a new mailing list
(pgpool-hackers at lists.postgresql.org). Please visit
https://lists.postgresql.org/ and subscribe the new mailing list by
the end of this month. Subscription is free of charge of course. The
current list ((pgpool-hackers at pgpool.net) will be shutdown on July 1st,
2025 (the archive will still be available after that).

Please note that in order to subscribe the new mailing list, you need
to register a PostgreSQL community account if you don't have it yet [1]. 
The new mailing list policy is here [2]. Please read it carefully
before your subscription. In short there's no much difference from the
current list: the list is open, all posts are archived and anyone can
read them (no subscription is necessary to read the archive).

Alternatively (or in addition to the mailing list) you can use Github
issues [3].
