[pgpool-hackers: 4197] Retiring some README etc. files

Hi Pgpool-II developers,

There are a few old README and other text files in the top directory
of Pgpool-II source tree. They are not maintained for long time and
are not worth to maintain because most information is already in doc
(doc.ja) in my opinion.

Files to I would like to retire:

NEWS: release notes for V3.6 or older.
README.build: how to build source tree.
README.online-recovery: implementation note for online recovery. Maybe too old.
TODO: too old.
