I should also mention that I have another cluster configured with the same settings which behaves in what I believe is the correct way.  No surprise shutdowns, replication slots remain in place, etc...

If I stop the postgresql-14 service on node0 in my cluster, node 2 is also shutdown.
I noticed the same behavior when I promoted node1, node1 became node0 as primary, but node1 and node2 both  were taken down and held the role of stanby.
