[pgpool-general: 8322] watchdog leader/standby

I've learned that I can control the watchdog "LEADER" node by using the wd_priority parameter and a restart of pgpool.
My question is, should the watchdog leader switch nodes when postgres is shutdown on a node that was primary and LEADER both?

I think I'm always seeing that the watchdog leader stays put until I stop or restart the pgpool on that node.
