Pgpool-II 4.2 is not released yet. Maybe 4.2 beta1, or 4.1?
In any case you need to enable:

enable_consensus_with_half_votes

if there are two Pgpool-II nodes.

If you are using pre-4.2, the cause of the problem maybe different. If
so, it would be helpful to share pgpool.conf and pgpool log.
