There is an official pgpool front-end, written in php
I made a GUI tool on top of postgres replication / pgpool, it is a nodejs application (back-end) and react (front-end). It is not maintained but I could if there is a need (I am not using postgres anymore myself, unfortunately my current company is purely oracle)
