kindly see the below output when executing the command using postgres user

postgres at pgpool:~$ /usr/sbin/pcp_stop_pgpool -w -h 192.168.1.55 -p 9898 -U
postgres -m s
ERROR: connection to host "192.168.1.55" failed with error "Connection
refused"
