which OS are you using?  Are you sure '/usr' is not a separate mount from
'/'?

libpcp on my system is installed via:

# rpm -q --whatprovides /usr/pgpool-10/lib/libpcp.so.1
pgpool-II-10-4.1.1-1.rhel7.x86_64

And make sure the path is registered:
# cat /etc/ld.so.conf.d/pgpool-libs.conf
/usr/pgpool-10/lib/
