1. Yes there is a hook: the if_up_cmd configuration is normally used to acquire the VIP (delegate IP) but you can execute any script you want2. If you have 3 pgpool nodes then you can survive the lost of one node. If you lose a second node then there is not enough left to acquire a majority of the vote and so the surviving node cannot elect itself as a leader. This is normal, it is a protection against a split-brain scenario. I don't know if it is possible to change this behavior (maybe with trusted_server config ?) but it is usually not a good idea to change this behavior.
