Hi,

I had the exact same problem and found that postgresql apt repository 
only holds the most recent versions of packages. But fortunately, they 
maintain a "morgue" containing previous releases: 
http://atalia.postgresql.org/morgue/p/pgpool2/ (found it through the APT 
postgresql FAQ - really hard to find IMO)

This just saved me last week ;)
