[pgpool-general: 5763] Pgpool-II 3.7 release note is created

Hi Pgpool-II users and hackers,

Pgpool-II development team has been working on Pgpool-II 3.7, the next
major release of Pgpool-II. We are planning to release beta1 on
October 17th. Please stay tuned.

In the mean time we have created the first cut of 3.7 release
note. Please take a look to know what upcoming Pgpool-II 3.7 looks
like.
