[pgpool-general: 5823] Trasforming old primary to new standby: is it possible to copy only new data with rsync (incremental copy)?

Hi,
I have a db of several GB. Currently to transform an old primary
server to become
a new standby server I use Pg_basebackup erasing first the PD_DATA. But in
this case the copy of the entire DB takes a long time.
Using rsync would it be possible to avoid deleting the previous PG_DATA and
making a copy of only the new data?
