So, if I understand correctly, you are shutting down the network interface on 
server 2 and from that point that server has problem connecting to postgresql 
via pgpool ? Would that be because that server is running active pgpool and 
you connecting locally to it, which means on simulated downtime it has lost 
connection to primary database in pool (which sits on server 1, right )?
