[pgpool-general: 4443] pgpool watchdog arping WARNING: interface is ignored: Operation not permitted

I have pgpool (3.4) running in watchdog and everything seems to be 
working fine, however I'm getting some warnings in my log during the 
escalation from standby to master.  The warning seems to be coming from 
the arping command

WARNING: interface is ignored: Operation not permitted
2016-02-11 14:51:49: pid 6170: LOG:  watchdog bringing up delegate IP, 
'ifconfig up' succeeded
2016-02-11 14:51:49: pid 6170: LOG:  watchdog escalation successful, 
escalated to master pgpool



arping -U 192.198.18.156 -w 1 -l eth1
WARNING: interface is ignored: Operation not permitted
ARPING 192.198.18.156 from 192.198.18.156 eth0

Is this the expected behavior?
