Yes, pgpool-II 3.5.1 was released and RPM is available by yum.

For using yum, please download and install the rpository yum;
http://www.pgpool.net/yum/rpms/3.5/redhat/rhel-6-x86_64/pgpool-II-release-3.5-1.noarch.rpm
(if you uses rhel7, replace rhel6 in URL)

You can also get rpms directly from http://www.pgpool.net/yum/rpms/3.5/redhat/rhel-6-x86_64/.
