You don't show any detail about your pgpool-II version, pgpoolAdmin
nor OS, so below is just my guess.

I assume "a standby box is switched off" means one of your standby
PostgreSQL is shutting down. I guess what happens is, pgpool-II
executes failover process which may take for a while. Unfortunately
pgpool-II does not accept any other pcp command which was issued by
pgpoolAdmin until failover finishes. So pgpoolAdmin has to wait until
on line recovery finishes.

The next version of pgpool-II, which is pgpool-II 3.5 (we expect it
will be out on this fall), overcomes the problem.
