[pgpool-general: 3578] Watchdog config

I'm looking at setting up the watchdog to use a delegated ip. I note
that the docs suggest either running pgpool as root or making ifconfig
setuid root. I wondered if it could be done with *neither* of these
changes. I figured we should be able to use sudo on the ifconfig bit,
and setup the sudoers so that the usual pgpool user (say postgres) can
perform the ifconfig command.

Seemed to work ok (patch of config file changes attached). Is this
approach worth adding to the docs?
