Hi,

You really should have not modified pg_proc by hand. PostgreSQL has an
internal cache for all system catalogs. If they are modified by user
SQL, the internal cache is not in the consistent state anymore.

I think it's better to restore your database from pg_dump backup.

If it's not possible, shutdown PostgreSQL and try to rename
base/your_databse_oid/pg_initernal.init to something, then restart
your database.
