Hi,
I was doing some more testing. A few observations
1) When I enter the password after psql -h  192.168.210.48 -p 9999  -U postgres in a new line (the normal  mode, in the next line at password prompt), pgpool is returning 'failed to read password' error.
2) If I set the password like this in windows - set PGPASSWORD=xyz, pgpool is throwing " password does not match" error.
