[pgpool-general: 1088] pgpool-ha 2.0 release

Pgpool-ha 2.0 is available.

This is an OCF style Resource Agent to make pgpool-II high availability
with HA cluster software such as Pacemaker.

Changes
=======
 * rewrite completely from the 1.x version script

 * allow to choose a monitor method among three types
   "pid" (process existence), "pcp" and "psql". 

 * use of perl, autoconf are abolished.
