[pgpool-general: 444] apache:x:48:48:Apache:/var/www:/sbin/nologin problem

I'm following this guide to do my configuration

but i found this command which i not really understand what it is
doing and where to execute this command
apache:x:48:48:Apache:/var/www:/sbin/nologin.

any guide will be helpful to me.
