[pgpool-general: 39] pgpool-II 3.1.1 compile error (under non yacc environment)

hi,

Thank you for releasing pgpool-II 3.1.1 !
I'm testing it now.

This is not so big problem, I got an error while compiling.
so report it.

I could not compile 3.1.1 without yacc.
I could compile 3.1.0 without yacc, so I think this is
packaging error.
I guess some file is not included in new tar ball.
