Revert "Fix pgpool_setup problem with -r option and PostgreSQL 12."

This reverts commit 566a48e8c5a1ed8efbcef143322ac1bea54882f9.

Since pg_rewind is supported in Pgpool-II 3.7 or before, the fix is
not necessary.
