Toshiro gave it to Jehan-Guillaume on March 1. Unless he's working on
this and closing to release the first cut, let's postpone it to 3.2.

Jehan-Guillaume kindly offered to work on this part on February 23.

I think the pgpoolAdmin thing and message/documentation part could be
delayed after beta.  I tend to agree that we get the beta out in a few
days.

What about outstanding patches, namely:

- pcp_promoto_node patch
- follow master patch

What do you think? Sould we include in 3.1 or postpone them for 3.2?
