[Pgpool-hackers] Next version

Hi,

We have decided that next version of pgpool-II should be 3.0, rather
than 2.4. There are several reasons for this version bump up:

- Huge refarctoring of the internal structure of pgpool-II

- Add major functionality: support for Streaming replication and Hot
  standby

We hope next version of pgpool-II is worth the version bump up:-)
