[Pgpool-general] release date for pgpool-II 3.1

We are working on netx alph for 3.1. Outstanding problem is, it seems
new command "pcp_promoto_node" causes some troubles on
pgpool-II. Toshiro is working on this issue now. He tries to solve the
problem before new alpha is out.
