[Pgpool-general] all backends are down

I get from pgpool-II (2.3.2)
Cannot accept() new connection. all backends are down

running pgpool -d -n
can't see any other error,
also no connection attepmts on postgres log.

how does pgpool connet to the backends (which username/password?)
