To set up pgpool, yes.
At this step you have to rsync/pack_and_copy/.. the db files from node1 to
node2. This is only one step included in "online recovery".
Please check the doc at the project homepage
(http://pgpool.projects.postgresql.org/) to get all the details about online
recovery.

Afterwards pgpool connects to each db backend and executes the sql statements
there, thereby no further file copy is needed.
