[Pgpool-general] Error message when sending query that causes failover

In this case you need to reconnect to pgpool-II since it disconnects
all the connections from clients to pgpool-II.

It depends on my spare time. I'm pretty busy this month but will work
hard so that I could release 2.2 by the end of November.
