[Pgpool-committers] pgpool - pgpool-II: Fix check_postmaster_started.

Fix check_postmaster_started. Before it continued inifinitly to try to
connect to postmaster if the first attempt failed.
Now it firstly tries "postgres" database 3 times (hard coded!)
then retries with template1.
