Make allow_close_transaction to static and add comments.

Let execute CREATAE TEMP TABLE on every nodes in master/slave mode.
If not, subsequent Parse or Bind to use the table will fail.
At this point this doen't work since MASTER_SLAVE set to 0 in
ProcessFrontendResponse. More analysis is needed...
