[Pgpool-committers] pgpool - pgpool-II: While health checking and recovery use postgres

While health checking and recovery use postgres database if possible.
If postgres database does not exist, use template1 as it stands now.
While connecting template1, certain commands, for example DROP DATABSE
cannot used. Using postgres database allows to use these commands
while recovery.
