Looking at the code I found mismatched parameter at 5th, 6th and 7th position

failover_command = '/etc/pgpool-II/ %d %h %p %D %m %H %M %P %r %R %N %S'
follow_master_command = '/etc/pgpool-II/ %d %h %p %D %m %M %H %P %r %R'

Please change to:
follow_master_command = '/etc/pgpool-II/ %d %h %p %D %m %H %M %P %r %R %N %S'

Thank you for reporting this issue.
It is not a bug.

In it is the correct parameters passed by "follow_master_command = '/etc/pgpool-II/ %d %h %p %D %m %M %H %P %r %R".

Because it is better to use the same parameter position with "failover_command",
