[pgpool-general: 2924] pool_passwd opened read/write?

Hi,

I was getting some odd errors from pgpool2 while setting it up and worked
out that it was because the pool_passwd was not writable for pgpool2, but
it is being opened read/write:

        passwd_fd = fopen(pool_passwd_filename, "r+");

I can't see it being written to anywhere so I think it's an oversight. Am I
missing something or can I send a patch to fix it?
