How did you execute pcp_stop_pgpool?
I think you forgot to load pcp.conf at start or command args have something
wrong.

$ cd /pgpool_dir/
$ bin/pgpool -nD -f etc/pgpool.conf.rep -F etc/pcp.conf
$ bin/pcp_stop_pgpool 60 localhost 9898 postgres password s
